Each faction has a buff campaign. Your faction has entire map 24/7 and you get all kinds of nifty buffs if its your home campaign.

I'm in ebonheart pact. I never fully understood any of the campaigns because they are never fully explained in the game. I do notice now that I'm VR1 that I get an "enlightenment" buff every now and then but not sure what that is or how I get it

If you are on ps4 Thornblade is EP buff campaign. If you set it as home campaign you'll get +15% xp and other buffs. You can pve there safely.
Enlightenment is just for champion points. Every 24hrs you get a CP for 100k xp instead of 400k

Awesome thank you! I appreciate your help. Do you know of any websites that help explain the campaigns?

Could anyone provide some tips for those of us PVE minded folks? I want to go back to the world that I spent so much time on back in oblivion
Thank you!
There isn't much pve content in cyro, why do you want this? grinding in crackwood cave?
OK. I'm going to try and give you a summary, though more experienced PvPers will have to correct me where I go wrong.
Right now, all PvP campaigns are the same, except for their duration and one of them only allows non-vet players to join. In the next update, there will be different campaigns with different scoring mechanisms.
When you first get to Cyrodiil (either by joining a Campaign from your Campaign Menu or by travelling to Cyrodiil via wayshrine) you will get to a "safe zone". In the case of EP, that's the North and South Morrowind gates. At these two gates, you will have crafting stations, vendors (PvE and PvP), banker, stables and all amenities.
There are a couple of tutorials that teach you how to access the Transitus network (which allows you to travel around Cyrodiil if your faction owns the map), use siege equipment and about the Battle missions (capture keeps, resourches, kill enemy players, and scout).
The gate area is safe and enemy players can't get there (though there were some exploit in the past), but as soon as you go past the first set of walls you *could* meet enemy players if the gates are open.
If you look at your map, you will see that close to the base gates, there are two Scroll temples and two Gates (for EP, Ghartok and Chim) that protect them. Outside those gates, there are two keeps. When those keeps are taken by other factions, the gates are open and enemy players could get in to try and capture the scroll or to get the skyshard. The gate is still guarded by NPCs, but you quickly learn how to get past them, particularly if you are in a group. So if the gate is open, approach it with caution and sneak out (though being close enough to your home base, it wouldn't be too hard to just ride back if you get ganked).
The campaign is scored on an alliance basis based on keeps, resources and scrolls owned by each faction. Individual players are awarded Alliance Points (AP) based on their PvP actions like killing other players, taking or defending keeps and resources. When an alliance captures the 6 keeps in the inner ring, the player that's ranked highest in that alliance will be crowned Emperor.
The Transitus network allows you to fast-travel between keeps your alliance owns, provided there is a connection line that can be traced between them. Note that you can travel TO the three outposts, but not FROM them. If your alliance owns a keep but not any of the resources around it, you cannot fast travel to that keep.
So if you are doing PvE a "buff campaign" where your alliance owns most of the map is ideal because you can move around the map more easily. That said, I did most of my PvE on one of my toons in Chillrend when DC owned the map and it was fine. Cyrodiil is huge, but it's also really nice to run around. Of course, getting ganked by someone in a dungeon while you wait for the last boss to spawn and you are on the other end of map is annoying.
Things to keep in mind when PvEing in Cyrodiil:
If you sneak, you are invisible to enemy players outside a certain radius. It's always a good idea to sneak when entering or exiting a delve, just in case. Also, when you approach a delve, there will be mobs outside. Always try to sneak past them and only kill the ones you can't avoid. Anyone who walks by a delve and sees that the mobs are dead will know there's someone in there. If you can get in by only killing the ones closest to the door, you will avoid giving yourself away. On the way out, have fun killing everything. :-)
There are 5 quest hubs with 10 quests each. Usually two quest givers, though Vlastarus has 3, I think. They will randomly give you a quest and they are dailies, so you can come back and repeat them. Though for the achievement, you want to try and do all the quests in one hub on the same day to make sure you get them all. They will be listed in your achivements, so you can tell which one you are missing. If you are missing just one or two, you can get quests and abandon them until you get the ones you want.
There are also quests spread around the map. They usually send you somewhere on the opposite end of the map, so just pick them up and hand them in when you are close by.
There are a number of delves, each with a skyshard and between 1 and 5 bosses that spawn randomly and need to be killed for the achievement. The achievement will tell you how many bosses there are in the delve and which ones you've already killed. If you are missing a boss, make sure you always kill any other bosses that are up so that the boss you want has a chance to spawn.
There are also a number of above-ground skyshards, including two behind each of the other alliance gates. That's where the gates being "open" comes in. You can't enter those gates if the "gate keeps" are not owned by another alliance. If your alliance owns the entire map, you are golden, but even if it's the other alliance that owns the gate keeps (ie, DC owning the keeps at the AD gates) you can still go in. You can only get one skyshard per gate. There is no way to travel between the two gates from behind the lines (outside of using the transitus shrines in your home base).
Finally, fast horses with lots of stamina are your friend. If you are riding somewhere, high stamina will keep you from getting knocked off your horse if you get attacked by enemies and you may be able to just outrun them and be on your way.
That's all I can think of for now.

I don't really play in a hurried fashion to get max level. I have grinded in past games but not really my cup of tea. I get a lot of enjoyment just exploring. I'm really interested to compare the Cyrodiil of ESO compared to the Cyrodiil of oblivion

Compared to the cyrodiil of oblivion, it's a barren wasteland, extremely poor in resource nodes. It's also HUGE. You can easily stay away from contested keeps and resources and the paths that connect them. You may encounter some gankers in towns like Bruma or Cheydinhall. Apart from that, the only hostile players you will encounter are questing as well, alone or in very small groups.

I mean NO there is not sanctuary shrine to go un PK.
So just treat Cyro. like it was subway or Ayan Bkar lifestone and get through it fast or avoid it all together lol.

Unfortunately there is no PvP toggle for Cyrodiil, and a PvE-only Cyrodiil wouldn't work, as the current Cyrodiil PvE is designed as PvE in a PvP environment. You guys may be interested in my suggestion for a Cyrodiil PvE flag though (see Use of the "Alliance War Citizen" rank for PvE players in PvP and Alliance War Citizen (Version 2) and World PvP). This relies mostly on the integrity of the enemy player - you would be labelled as a PvE player and be unable to attack other players, but you would still be able to defend yourself from them, as you would still be able to be attacked by them. (This is so the design of the PvE in Cyrodiil remains as intended.) Enemies who kill you would get no XP/AP reward for doing so, meaning it would be worthless to kill you. But as those threads showed, they may still do it anyway solely because they are jerks.Same here. New to ESO just reached Level 11 and since I'm ESO+ would love to roam Cyrodill but not get into any PVP. Just want to explore the place and pick up stuff and PVE. Hope ESO allows people who just wants to lose a few hours in the ESO universe and not do any PVP. Thanks!

Oh I forgot that takes out all the fun of being able to gank unaware unprepared victims.
