Stuck at low level

I've had the game since about 3-4 months before the Tamriel Unlimited update, and yet the highest level character I have is 32. In about a week or so I've gotten a new character to 28, but I can't really progress any farther. With my 28 I just finished the last quest in Shadowfen, and am not a high enough level for the first quest in Eastmarch. I need 2 levels, but have done every quest. My level 32 was tanky enough to just ignore quest levels, and is 90% done with Eastmarch, but the other one is too squishy for that. How do I gain levels when I have no quests to do?

    Have you completed all of the dungeons, dolmans, world bosses yet? If you're on PC get the add on Destenations. You'd be amazed at all the stuff you probably missed.

    You've missed quests, pure and simple. If you do all of the quests and delves, then even if you skip all of the dolmens, world bosses, and group dungeons, by the start of the second full zone you should be above the level of the quests and enemies. By the time you hit your last alliance zone before Coldharbour you should be high enough over-level that you're starting to sometimes run into enemies who are low enough compared to you that you're not getting any XP or loot from them.

    The first place where people tend to miss quests: the starter islands. Did you go and do everything on Bleakrock and Bal Foyen? If you do all of the quests there before doing anything in Stonefalls you should be at least level 7 (and more likely level 8) by the time you start Stonefalls.

    Then if you do all of the quests and delves in Stonefalls, you should be at least level 16 (and more likely 17 or 18) by the time you start Deshaan. Doing all the quests in Deshaan should get you at least to level 26 (and more likely 27 or 28) by the time you move on to Shadowfen, and doing all of the quests in Shadowfen should get you at least to level 32 (and more likely 33-35) by the time you move on to Eastmarch.

    Do you have the Undiscovered addon to show you locations? Most of the locations have quests or creatures associated with them. One thing I've been doing with my characters as I level them is to spend extra time grinding the mobs that are in that area. For instance, I completely clear every delve I encounter rather than getting the skyshard and running.

    Have you looked at your achievements? Have you completed the cave dweller and other explorer related achievements for the zones you've completed?

    I normally avoid PvP except for getting the skyshards, but you could go to Cyrodill and get the skyshards in your faction's controlled area. You could also consider running Cyrodill dailies if you aren't opposed to PvP.
