Champion points on a lvl 8?

So I reached vr1 a week ago and recently hit vr2 on my primary character. Figure I create a tertiary character, and I saw had over 6 champion points to spend om her when she's only lvl 8. I'm reluctant to spend em because I don't want my game to start bugging out. Is this normal? Should I spend champion points on a lvl 8?
