There's the difference between ESO and Skyrim. Skyrim mods are made by people who do it in their free time for something to do. ESO doesn't have access to mods so the ones that make the changes have to be paid. Like it or not, ZOS IS a business, so to justify doing something like this, there has to be a payoff. They aren't going to just make something just because a couple people want it.
