How Many Skill Lines can I Max on One Character?

I am a Wood Elf / Nightblade / Werewolf.

Is it Possible to Maximise the Following Skills on One Character?

2 Weapon Skill Sets.
Racial Passives.
Werewolf Skills.
Metal
Wood
Cloth
Enchantment.

yes, just quest and collect enough shards for skillpoints. Also PVP gives you skillpoints, but slowly.

With maxing you mean bringing all of them to 50 ? Yes, you can get ALL skill lines in the game to 50 at the same time.
There are definately enough skill points to max out the once you've mentioned. Don't forget your class passive skills though, you need them no matter what.

Each line takes what? 20 odd points? Maybe 25? So that's 10-12 fully maxed skill lines.

Not to mention I don't use all the actual skills in some trees, such as volley etc.

If you discount all 49 of the skill points from leveling in Cyrodiil, you can earn up to 270 skill points. So the total is 319 if you grind your face against Cyrodiil for long enough.

There are 422 places to put your skill points - 20 per weapon line, and also some in other places.

If by "max" you mean ranking all skill lines to 10/50, and Ran IV for each skill, technically yes. Besides Campaign and Undaunted trees, I only have Resto and Enchanting left to max out. Now if you mean everything you've listed with skill points, I may say yes, as long as you were only selective on which weapon skills you placed points into. If you mean all skills with skill points....maybe?
