Question about craglorn..

I happened to be researching about dunmer dragonknights in the combat and character mechanics section and after a person talked about the dunmer..They went on about how they lvled up to VR1 then for 2 months they grinded in craglorn. Is that something that is actually viable? Are there areas that a VR1 can handle? I've just recently reached VR1 with 2 different toons and visited there and I took on a pack of wolves no problem but as soon as I found some humanoid enemies I found myself overwhelmed and died. Just curious. Sorry if this is a newb question. lol Only been playing eso now for almost 3 months now. Would have asked him but the date for the discussion was around march.
