Anyone find the patch notes? Definitley can't see it in the patch notes part... What's changed?

They do not do it by choice, it has something to do with the PS4, DCUO also had to do the same size files when they did updates. It seems like the bulk of the process is the PS4 verifying data before actually installing the dl.

You only download about 250mb
