PS4 - NA - Nightblade Dodge Chance - what does this do exactly?

I am looking at abilities of the nightblade and I came accross this one:

Blur - Surround yourself in a phantasmic aura to gain Major Evasion, increasing your dodge chance by 20% for 20 seconds.

Does this mean you have a 20% chance of automatically "dodging" an attack? i.e. the person attack you misses.

How does this 20% change actually get used against staves which never seem to miss (or bows)?

    Yep. It's a swing and a miss.

    So you are saying, I need to use that skill then.....

    Thanks for letting me know how it works. The way I read some of these skills/passives definitely have me scratching my head as to what they actually do.

    BTW - love your quote. "Enjoy the game, life is what you really want to be worried about." that is sooo true.
