Werewolf transformation-supportive 5 piece set bonuses not possible to stack, bug or intended?

with the upcoming defensive buff to WW form i decided ill look at WW-related sets that will help me transform more and possibly be in WW form 90% of the fight if not more......
i found two sets with 5-piece bonuses that will help me with it:
Hide of the Werewolf (get 3 ultimate when getting hit)
Savior's Hide (cost of the WW transformation ulti cost by 33%)

i got really excited, thought maybe ill be able to actually invest in WW passives and make it worth it! BUT.............. none of these sets have a necklace or weapon piece....... which makes it impossible to get both 5-piece bonuses at the same time

these sets would work well together and arent OP (imo), so i wonder if this thing happened because of balance or because ZOS just havent thought about this set combo..... i'd really want to try that 5-piece set combo in the the next update, hopefully ZOS will notice me (senpai notice me) and will add either a necklace or a weapon for one of these sets, necklace would be preferable since that way i wont have to use a specific type of weapon but will have a free, set-bonusless necklace slot

Try pairing the pvp sword and board with salvation set total 43% cost reduction to transformation.

I'm currently running a 5pc of Savior's Hide and it's awesome if you love being in WW form. With the Sorc passive I'm down to just 156 ultimate. Takes me very little time before it's up and running again.The stam bonuses on Savior's Hide is really nice too.

Missing jewelry is the biggest issue with most of the sets sady

you can find hide of the werewolf set jewellery in Glenumbra in the Dolmen chests that spawn after destroying a dark anchor as well as in treasure chests scattered across glenumbra.

the salvation jewellery can be found in malabal tor in dolmen chests as well as chests scattered across malabal tor.

if you have the treasure hunter champion passive, both the above chances & quality of the items will be improved.
