No health regeneration

My health is stuck at 65% or so. It will not regenerate. I looked at my character stats and I have no negative effects. Is it just the Cyrodiil is *** up and its a glitch or?

I had this same issue last night. Had to leave cyrodiil and it went back to normal.

I just kept playing and the health bar finally started to regenerate after 20 minutes or so.
