I'm not sure if this has been asked before, but I really am curious, why anyone would make ravage potions. Is there any logic/strategy/usefulness to it?

If its anything like previous ES games(skyrim) the potion is applied to your next strike, haven't confirmed it on ESO but I always used poison potions on my bow in skyrim to do more DOT.

Currently that is not possible in ESO but perhaps they will add it at some point.
It was mentioned way back in the beginning after going live, that the poisons would have value when the Thieves Guild was introduced into the game. I'm not sure at this point if that is even still on the agenda anymore.
