It does, but please don't do that.
You have cloak. Vanish potion will be gone after your first attack and you won't be able to use another potion for 40 seconds. This is not a good tactic, you won't have acces to any ressource restore for a long time.

Vanish potions will be revealed by Magelight and any other mechanic that counters cloak. With the difference, that the potion is gone and making your vulnerable, because you cannot use another potion for 40 seconds.
I'm using invisible potions myself, to escape from caves when too many enemies are hunting me and I see no chance to win this situation.
But that's only because I don't have access to cloak. I would still prefer a potion over cloak.
Here's why: Combine the vanish effect with a speed effect. You can make a potion that makes you invisible for 15 seconds and increases your movement speed by 40% for 40 seconds.
The reason why this can be better, is because it's silent. Cloak is making a loud sound, that your oponents can here. The potion is silent for 15 seconds. But if you get detected while the potion is active.... well then you have a problem, because the potion gives you no ressources.

No that is just how "supprice" attack is suppost to work. Patch notes stated they messed up the tooltip and are fixing it.
