How/where to report unscrupulous guild?

The guy running this guild is requiring "donation" money for access to guild store (which is fairly common), then waits a few days after he gets the money and kicks you from the guild. Does not answer in-game mail or PSN messages after that.
No naming & shaming here per policy, but where can I report this clown to get this stopped? Not about the gold for me, it's the aspect of possibly ruining the game experience for others, especially new players who would consider that a large investment to lose like that.
