Are imperial racials too strong?

i get that the imperial race is behind a pay wall, but is that a reason for Imperial's to be the best overall race? They have the best passive of +12% more health and they are the best race that that provides the flexibility of switching between stamina and magicka.
This game is not supposed to be pay to win, but with the clear advantage that the imperial race gives players, it seems like that. So, should the imperial race receive some balance changes to make them on the same level as the other races or is it fine since it costs money?

AJ_1988✭✭✭I personally don't have issues with the imperial race. I'm an imperial but I'm a magika based Templar so for me the Passives are handy for me. I can see your point tho with the decent health and stay boost but Orc isn't much different.
I also don't see many imperials around. Took me months to get the imperial slayer achievement.0 -

Their passives allow them to excel in both magic and stamina builds... With the points you save in health, you can throw them all in magic and do just fine with a magic build. 12% extra health is overkill in terms of racials passives1 -

But the only thing useful is the health, for a sorcerer they just want to max magicka, they can get 20k hp with imperial passives in pvp easily.
Races are depending on what build and class your going for, imperials seem to be a ok choice for most builds, but like others are only the best with certain builds.
E.g. dark elf is the best for a fire dk.
High elf is the best for a Sorc
Breton is also one of the best for a sorc
etc...PS4 EU DC

✭✭✭✭✭But its not pigeonholed just like the other races.
Its a huge waste of passives for a high elf to be pure stamina as an example.
I also can't help and follow my gut with, "hey this imperial seems to be one of the best if not the best... and i would have to pay for it, makes sense to make something valuable cost money"0
I use 2 daggers purely for an extra set piece and with the glyphs that slow me to restore magical if needed. But my rune does the job
