50 in Provisionning, 6/6 in Recipe Improvement, 2/4 Recipe Quality (which is the same or better than everyone of my other characters), 3/3 Chef and Gourmand, but she keep getting these lvl 40 writs once in a while. Got three in a row now, even if she is always in Belkarth. Used to get VR1 writs, but now, she seem that she can't do them anymore... lol

Its actually 3 Foods and 3 Drinks that you are asked to make for each level. I now make a 12/24 stack the first time a writ asks me for something and then I soon rarely every go to the cooking fire for my writs.

This is the key point here.
I had everything maxed out in prov, the lot, but was continuously directed back to Coldharbour to turn the writs in and for the life of me I could not work it out.
I was V rank, Maxed skill points and was considered a 'master' in the craft.
Then one day BANG, Belkarth Quartermaster was the destination and I have been doing LVI since.
I suspect that the writ 'levels' you and you can only turn them in at Belkarth when you reach a certain writ level and I think that level is based not on XP but on the experience you get just for writs. That's what I suspect anyway, not sure how accurate that is but I certainly had the same 'issue'...
