I'm getting some VR ranks by grinding in Bloodmayne cave, and almost ever single pull I get this problem. Relogging does, however, fix the problem.
Addons are all disabled. Also, it seems that my max magicka actually does go down to what is indicated in the screenshot - when casting, I cannot cast once the bar reaches zero magicka, despite normally having enough for a couple more casts or so.
I switched out Siphoning Strikes for casted abilities and couldn't get the problem to happen again, so it might have something to do with that ability?

Tonturri✭✭✭✭✭Can't edit for some reason, but my NB is now missing more than 10k magicka. She has almost 27k, is currently stuck around 15k.
Edit - previously, I couldn't cast while at min magicka with this bug. Can now though, but couldn't yesterday.Edited by Tonturri on August 13, 2015 9:43PM0 -
Cyrene✭Same thing - using siphoning strikes, both magicka and stamina bars do not regenerate and continue to degrade until at zero. ZOS please address as it seems you've broken another skill.0 -
Tonturri✭✭✭✭✭Update - if I don't let my magicka fall below a certain threshhold, then the visual bug doesn't take effect. Threshold seems to be around just 2-3k lower than my max magicka pool.0
