Almost...Here is how that would play out:
- Spends 100+ hours building a perfect PvP character
- Goes to Cyrodiil
- Gets one-shotted after 3 minutes of playing
- Loses the character to perma death
- Rage quits the game and is never seen again

A good PvP character could manage to be tough enough not to get one shotted. But... in cyrodil, sometimes you just have bad luck, and run into an enemy warband, and then it usually ends in an respawn no matter how good you are... (if half a dozend enemies unload at you from stealth... well, any who go to cyrodil on a regular basis likely experienced this one time or another)
Point is, permadeath is a bad idea for games that depend on many, many hours to build up your character. But hey, noone is stopping people from playing it that way if they really want to - OP, just delete your own character as soon as you get killed once!
Now... they -could- add a "hardcore" campaign, where all over cyrodil death carries some penalty in loosing gold, AP or possibly even items or XP. I suspect there would be few enough people going there that they'd shut it down again after a short while...
All in all, it would not be worth the effort for TPB to set aside a seperate server and code a "survival ESO". Too few people *** like this, too little money to be made that way.
