Can you run the game from the eso.exe? If so it's just the usual launcher bug and right now the only real "fix" is to just keep closing it and opening it until you get a good launcher. Repairs won't help.
Try to run the game from the main game eso.exe file. If you can then you will be fine as long as your client is up to date. If you need updates then your only option is to open and close the launcher until you get a good launcher that will work and pull in the updates.

- Try to run the client.
