Error 210- PatchManifestError_DownloadFail on both Live and PTS

I am having Error 210- PatchManifestError_DownloadFail on both Live and PTS servers. Launcher have Admin right. Read many help post on ESO forum but nothing help me. Launcher show repair button but even repair not working.

    Can you run the game from the eso.exe? If so it's just the usual launcher bug and right now the only real "fix" is to just keep closing it and opening it until you get a good launcher. Repairs won't help.

    Try to run the game from the main game eso.exe file. If you can then you will be fine as long as your client is up to date. If you need updates then your only option is to open and close the launcher until you get a good launcher that will work and pull in the updates.

    Sounds like you need updates. Sadly the only hope you have with the launcher is to just open and close it until you get a launcher that works.

    Did you try the host file fix or the IE fix? Those two are pretty simple and do allow the launcher to work for a short time.

    If you haven't tried the IE fix try it first. Even though it may not be your default browser, it has its hooks into the launcher. Make sure the launcher is closed and all instances in taskbar are gone. Every time you open the launcher it will leave an instance open in the taskbar and you need to just move your mouse pointer over them to remove them. No need to click. Then open an IE browser and go to Tools > Internet Options > Connections. Then click on LAN settings button. Look and see if you have a check mark beside the sentence "Automatically Detect Settings". If you do turn that off, IE remove the check mark and save the changes. Exit all the way out of the Tools box then close IE. Now try your launcher.

    I get this issue constantly, whatever you do don't click "REPAIR" you'll just go round in circles. As far as I'm aware there is not a long term fix, but just close the launcher (preferably with a task manager to hit the process tree), and then reopen it; from what I've found you'll now have access to the "PLAY" button for this time only, you'll have to repeat this nearly everytime you use the launcher.

    This error occurs when the launcher cannot download a patch manifest file from our servers.

    You can can try downloading the file at this link using their web browser.
    Once downloaded the file should be placed in the ProgramData folder of the launcher directory (by default, C:\Program Files (x86)\Zenimax Online\Launcher\ProgramData).


    If the problem persists, you should attempt the following manipulations in this order:

    Running as Administrator
    1. Right click on the launcher icon.
    2. Select Properties.
    3. Click on the Compatibility Tab.
    4. Check the box that says Run as Administrator.
    5. Click Apply, then Ok.
    6. Try to run the the client.

    Repair the game client
    1. Click here for instructions on how to repair the game client.
    2. Restart the computer after running the "repair."
    3. Try to run the the client.

    Deleting the program data
    1. Navigate to the patch installation folder (by Default located at C:\Program Files (x86)ZenimaxOnline\Launcher).
    2. Locate and delete the ProgramData folder.
    3. Restart the Launcher.
    4. The Launcher should now display "Creating Download." This is normal as the launcher begins the regeneration process. It can take anywhere between 21-30% before the launcher switches to "Downloading Game Files."
    5. Try to run the client.

    If the issue persists, please let us know. We will be able to guide you further.

    After replacing Bethesda.net_Launcher.patchmanifest launcher looks good, No more error, If i get error again I let you inform.
