Difference Between 'in combat' Regen and General 'recovery'?

I see various places where passives or a bonus is listed as "in combat" regeneration while others are just listed as "xx recovery". Is there a difference between out of combat regeneration and in-combat regen and/or recovery versus regeneration?

Take the Willow's Path crafted set... it states the 5 pc bonus "Increase all regeneration in combat by 15%"... which makes it sound like there is a separate 'out of combat' regeneration. Otherwise, if there is no difference, why not just say "Increase all regeneration by 15%", yet they specifically state 'in combat'... which is the confusing part.

    Well, you know everything regenerates much faster out of combat.
    Normal regeneration applies to your general regeneration, so it's always active. But in combat regeneration is always active during combat. It doesn't matter, your in combat regeneration matters more than your out of combat regeneration :)

    I was using the willows path set like 1 year ago or so ? When I put it on, it didn't do anything. But as soon as I've enterted combat, my regeneration tooltip changed and it was 15% more.

    You really shouldn't care about this too much :) it's too confusing

    You only need to know:
    -Normal Regeneration applies to everything, in combat and out of combat regeneration.
    - In combat regeneration is only added while in combat
    -The regeneration on your tooltip always represents your current IN combat regeneration.

    As of now race passives that give regen only work in combat not intended so its being patched in city mean less down time between fights

    Of course one should care; in combat regen is much more important than out of combat. I could care less how long I take to regen while out of combat, but in combat is when I need my stats replenished the fastest to stay alive and deal more damage. ;)

    To make matters less confusing the normal regen stats are in combat stats (the amount thats gets regenerated every 2 sec) but the 15% of the Willows 5-set wont be added until you're actually in combat. The out of combat regen can be shown with Harvens Extended Stats add-on (if you're on PC).
