Templars are one of the best at soloing difficult content. I won't give you a specific build, but I'll instead just point out some of my favorite abilities for soloing.

Puncturing Sweep - can probably solo all solo content by just spamming this, especially if you're magicka based and have some heavy armor pieces.

Blazing Shield - absorbing damage and doing damage, very powerful ability. Combine it with Bone Shield (Undaunted skill) and you can solo large groups even in vet dungeons by doing nothing but casting those 2 and blocking, letting them kill themselves.

Radiant Glory/Oppression - powerful execute to finish off enemies quickly. Oppression is more damage, but I actually prefer Glory because I can keep myself full health while channeling. You can also cancel the channeling with a block.

Breath of Life - if you're going to have 1 heal, make it breath of life. Only other heals I would even bother ever putting on my bar is combat prayer for DPS boost, maybe a rapid regen/mutagen for some dungeons like Darkshade.

For one bar I would recommend a Restoration Staff if for nothing else than to just fill your magicka back up quickly.

For your second bar, it's completely up to you. Destruction Staff with Elemental Drain and one of the Impulse morphs will see you increase aoe DPS considerably.

Sword & Shield will give you a couple helpful tools for soloing world bosses & group dungeons, namely Heroic Slash which will reduce their damage and help you fill up your ultimate. Absorb Magic is useful as well.

Dual wield is viable to use even as a healer, since you'll get more spell power from dual wield than you will from a staff. Steel tornado would be the skill to get for aoe DPS here, which is probably better overall than either Impulse morph from the Destruction Staff line.

Undaunted Mettle - undaunted passive that gives you 2% stamina, magicka and health for each type of armor equipped. So have at least 1 piece of light, medium and heavy and you get a 6% bonus to all 3 attributes, pretty powerful passive.
