Effective Health in ESO

I was wondering if someone could explain how effective health works in ESO?

Is it as simple as 2000 Armor at 10,000 health is 4x as strong as 500 Armor at 10,000 health?

I've seen the 50% cap and /630 for VR14 numbers, but I am just looking for simple application.... IE Can I take 4x as much damage in Heavy than Light (no passives)?

Also, I know Penetration plays a role... do PVE mobs have penetration?

    About every 650 armor or spell resist gives you 1% mitigation with a hard cap to reduce 50% incoming damage (which is at about 32.5k armor and spell resist).

    Always gotta keep in mind with debuffs and spell penetration from enemies, that it's not alway perfectly the case as this theory states.
