Crafted set stats mechanics

Hey all, I'm trying to figure out how the set bonuses really work and I have a few questions:

- stats for a set bonus are based on level but what level? character level, item gear level (and if so highest level gear item or lowest?l)

- Improving gear increases the set bonuses, but do ALL gear items for that set need to be improved to that same level? Or just one and if so is it based on lowest improvement or highest?

Stats are based on armor level, I don't believe your level affects them at all. It is neither the highest nor the lowest level's stats but something in between, you'll have to equip the items to find out exact values.
Same for quality - unequipped improved item will show the stats full set would have at that level and quality if you mouseover it, but if you equip say 1 legendary piece 4 epic pieces you'll get something in between their stats(the tooltip will show it properly once you equip them all and you can see for yourself).
