Why are NPC's so dirty?

Now that I have your attention...

To clarify, why are so many covered in dirt? You see NPC's all the time wearing nice clean clothes, yet they themselves are covered in dirt. Why is this? It seems so out-of-place.

Well, whens the last time you ran by any bath houses? There is no place to clean yourself up. But we sure as heck can craft some fresh and clean gear. So, there you have it.

Well, I've seen laundry hanging out to dry, but I don't think I've ever seen a bathtub or shower in here.
Guess bathing isn't a big hit in Tamriel :s

I heard that King Louis XVII of France took a bath each 3 years, but his clothes were always clean.

I'd guess since it seems to be most common among laborers and Bosmer, that it's suppose to make them look like part of the world. They work and/or live outside. Doing that a person gets dirty.

Enjoy the game, life is what you really want to be worried about.

You'd be more weirded out if everyone in Tamriel looked completely clean.

I've noticed that too. The ones in the wilderness i guess i can understand. But, in a city, look at the houses. From the outside they could easily sell in the Tampa Bay area for $1-2 Mil. Then you go inside and they have these elegant vaulted ceilings only seen in Italy, but they sleep on cots.....COTS! And not a bathtub in sight! I will have to say the dressers are beautiful however. Maybe they need to readjust their budgets a little.

back to cleanliness though; Check the houses and even the wilderness tents. 90% of the time there will be a bucket. Could it be for bathing? I think not. Maybe it's the poop bucket. I havent seen any outhouses either..... hmmm...

Middle-age level of technology... medieval-age flavor to the world.

It has been mentioned - be happy there isn't a small component to gaming... back in these times, the streets were covered in poop, both from all the animals, and from all the empied chamberpots (aka, buckets). Why'd you think plague was such a big thing in the middle ages? Of course, there at least tamriel has a leg up thanks to healing magic...

And even when there were bath times, people working in dirty places tend to get dirty. And places without paved streets, places near the fields, places with dirt roads, the only ones who can really avoid getting dirty are noblemen letting others do the work, or mages/monks who spend their time indoors juggling books instead of ourside getting dirty...

Bathtubs... well... that IS one of the things missing from the landscape. With the mentioned outhouses. Some places have sewers, so I would assume there are some poopchutes at least in the large manors of the really major cities... Also, with all their "roman empire" flavor, I would assume the imperials have roman empire style indoor plumbing even. And of course the altmer and dunmer... them I would expect to place a much higher value on regular bathing then those smelly humans... Argonians on the other hand likely have no bathtubs at all, they just go for a quick dip in the swamp as a matter of daily life. While Khajiits... well... you know what they say about felines and bathing... ;)

Here I thought you were talking about the "Riding Crop" couple outside the Daggerfall bank.
