Possible bug: Belkarth equipment crafting writs not showing up

Only consumable crafting writs are available to me in Belkarth. While looking into this online, I ran into a post somewhere (can't remember where) that indicated that this is a bug. More generally, they say that some players have experienced missing crafting writs in any area outside of their original alliance. Has anybody else experienced this on PS4?
