✭No they are not clearing bounties; and why would they? This DLC doesn't affect the justice system aside from few bug fixes and improvements.
If you're worried about skill points, the points in Legerdemain will be given back but it doesn't clear bounties . Same thing with LIVE, if you reset all skill points, it clears the points on Legerdemain skill line but doesn't clear the bounty.

✭✭Ugh.. I wish they would change the way the give back skill points.. it's getting annoying having to put my skill points back into place every couple of months. Wouldn't be so bad if they let us choose the ones to remove instead.
And No, OP I don't think bounties will be taken to zero.Far too many characters to list any more.1
