Voice Chat - Blocking/Muting people not working

Dear ZOS,
I have two things to report:
1. If I block a player on PSN, i still hear his voice in the voice chat. Why is that?
2. There seems to be no option to mute a player without blocking him. This is a very severe issue as I am playing together with my girlfriend (2 PS4s in the same room), so we always have a huge echo, causing us to be unable to use the built in guild or zone voice chat.
