Magika NB question

I have a v5 stamina Nb...tons of fun. I am now leveling a magika based NB (yes...I have "alt itis" ) and I was wonndering about the magika based abilities...mainly the magika based attacks.
Do I want to go "light" armor for the magika benefits? Im a little confused whether or not "spell critical" (prodigy) or "spell cost reduction" (evocation) will help me. Are my magika based attacks classified as " spells"?
