Any idea how to beat her? Every time I get her near 50% health she just heals herself. I fought her for 15 minutes hoping she'd runout of healing Magica. Nope. I took the bear out first which left me one on one, but am I missing something?

You could try to interupt her when she heals herself.

Necro'ing this post, but information to others may be worthwhile.

I just fought her in Cadwell's Silver as VR4.

• Focus fire on the bear first, shes drains it's health so it should go down somewhat fast. While you are fighting the bear use the nearby stone pillars to line of sight her and reduce the number of bolt spells she throws at you.
• Keep moving and avoid the spheres, they only had about 7k health, but I found it simpler to focus fire and dance around them.
• Once the bear is down burn Shagura down to about 75% then pop whatever ultimate you have. Stun/knockdown as much as you can (remember there is something like a 5 second immunity between stuns on NPCs).
• It's really just a DPS race at this point as interrupting her heals is impossible outside of stuns/knockdowns as they are instant cast.

Hope this helps ... I was rather twinked as a VR4 and she was still hard for me to take down!

She doesn't drain the bear's health actually, she shields it. Interrupting that, and her heals, is possible with an ability that has interrupt, like Crushing Shock or Venom Arrow, or just with a good old fashioned bash to the face.
