Question about provision Writs

I leveled up my v14 to 50 in provision and have all skills taken.
I leveled up my level 29 to 50 in provision and have all skill taken.

Yesterday was my first day doing writs on both. for both i got a level 4 quality recipe? From my understanding you have a higher chance at getting high end drops if you do the level 6 quality recipe writs.. how do i get those?

I went and took the quests in coldharbor for my level 29 character since i was told that high end writs start there or vet zones and i went to craglorn to take the quest on my vet14 character..

So what impacts the level writ you get? seems to not be character level, story completion, zone you take it, amount of skill points in the tree..?

Well i just checked and my v14 charater only have skill 4 of 6..so that explains that.

what about my level 29. she also got quality 4 writ but has all skill point in the tree

As far as I'm aware, you would only receive the highest level writs if you are Veteran Rank, as you are required to enter Belkarth Craglorn to collect the writ rewards?

If your lvl 29 toon has access to Cold Harbor, you can do level 5 writs. All you need do to get access there is travel to player, be it guild mate or whatever. Once in Cold Harbor, look for the Caretaker near the Eastern gate, and do her quest, which is just an historical tour. This is no guarantee your writs will be level 5, but you have to do this if you want a chance. I have 5 characters under level 15 and 4 of them go to Cold Harbor. The 5th did all the same stuff, but gets level 4 writs. This is a known issue, but no one seems able to explain it. FYI, NONE of my 5 writs below level VI has yielded a recipe fragment. I got ALL of them from level VI writs in Belkarth.
