What lvl will the Imperial City be set at?

First I looked to see if anyone has already posted a topic about this and couldn't find anything, so if there is already a topic on this my bad for not looker harder.

The title explains it all. Will the Imperial City be set at a certain lvl or is it going to be set at the lvl of the PvP map you are currently on?

I've been hearing from a few players in the game when I ask about this that it's going to be set at VR16. If that's true that's a bit unfair seeing how it's an add-on for PvP and not really end game content like Craglorn. Also it's a bit unfair seeing how the VR lvls are really just there for the players that are grind addicts.

I'm not saying the Imperial City needs to be set at a low VR lvl, it just doesn't need to be set at an insanely high VR lvl.

All NPCs in IC are VR16. The zone functions like Cyrodiil in the sense that all players are battle leveled, so it is viable for lowbies.

So everyone is going to be kick up to VR16 when they are in the Imperial City?

Kinda. You will get big stat boosts on your main stats.

But stuff like enchants don't scale...

You also don't unlock anything. You can PVP at 10 and get scaled, but you still don't unlock second set of weapons until level 15.

Your skills are not leveled up or morphed either.

But are low level vets scaled also..im not to sure about this..im vet 2 now so pvp is done for me in cyrodiil until im at least vet 10..which is total bs.
If it doesn't scale i cant buy as it will get no play till i level up.

yes inclus=des all vr levels until vr14. at vr14 you cannot battle level any more.

It used to be that the scaling only affected players that were not VR, but that has changed recently:

so what was the point of raising to vet rank 16 if you get scaled anyways in cyrodiil? SMH
