So it turns out that it is not Shark week in Elder Scrolls online, as I've spent over 150 worms trying to hunt such an elusive beast to have never been caught.
Is the shark currently bugged and in safer waters out into the Oceans or has anyone been able to catch such a monster recently?

150 worms is just a drop in the ocean, pun intended. Sometimes it takes more than 1000 casts to catch fish. RNG can be a tough mother. Get more worms and keep at it.
