A question about the PS4 TOS.

There is a system in the game that *boots* players if they "spam".
On PS4 this happens when a server/connection lags a bit and all a player's inputs are submitted at one time.
However, I would like to know if that system could also be applied to people whom "spam" the Area Chat in the game.
My question:
Is it against the ESO TOS to "spam" Area VOIP Chat?
A simple "Yes", or "No", will suffice.
