I have a set of Iron Armor (dyed) that looks like Breton Quicksilver. I have no idea how to replicate this. Anybody know how?

That's tier 4 Breton. You'll be able to naturally craft it at level 36 or higher.

Items you pick up in the world are leveled to you regardless of appearance. So if you see a top tier Breton helmet in the merchant's stall and you swipe it. It will be whatever level you are but retain a high level appearance.
    I want spell crafting.

War does not determine who is right - only who is left.

The heroes during times of war, are nothing but mass murderers during times of peace.
