to deshaan quest

Im a fraction away from vet 2..finished all quests in stonefalls..but cannot get to deshaan quest?..i know were its suppose to be (the quest)but no quest there?
Any other ad vet got this?..oor is it not triggered till i hit vet 2?

It triggers regardless of level. I think I just went there last time and the story just picks up there. You will just miss out on abit of xp and what not.

Might be glitch or we both just walked passed something obvious

Go to Ashenroad Wayshrine, head south... Read the leaflets about the Maulborn. There is also an NPC who sends you to look for his cousin.

In addition to the above, if you have completed any quests at Quarantine Serk in Deshaan already, the quest Letter to Deshaan won't appear.
