if magelight is toggled on my second bar, and i switch to my first bar, does it still work? and secondly, does the abilities on the second bar level up as you level up? or do you actuallt have to switch to it for it to level up?

No, you have to have it on both bars to keep it during weapon swap. This goes for all Toggles.

The Exception to this are BoT (Buffs over Time) like Power Surge which lasts for 20 seconds (or so) no matter if it is on your active bar or not.

Toggeled abilites only work on the bar where you have them, (unless they are bugged, but I hope ZoS will fix that soon). If you want to have them allways up you need to but them on both bar.

To me it seems as if the skills on your secondary bar also level, but much slower. But I'm not 100% certain about that.

That would only be because you are killing less mobs with your secondary bar. The skills acquire points the same way no matter what bar they are on as long as that bar is active when either you kill the mob or you turn in the quest. Since some people use a bar for Utility skills during a battle, they would tend to not be active when you are actually killing the mobs. I think most of us have a preferred bar to use so that is active more often even if both are combat oriented.

Whichever bar is active when you get XP is the one that gets the XP.

One tip is to switch to your Secondary bar when handing in quests so those skills also get some good XP

Well I think that some of the skills on my second bar got a level up when I handed in a quest while having my first bar as active bar. But as said, I'm not certain and I never bothered to test it.

I have tested it. I used to think the more times I used a skill the more it would increase, ala Skyrim. Nope. Only mob death or quest acceptance give the exp tick. And only skills on the active bar when that tick happens get the experience.

However there is a nice trick to the game when turning in quests. You are always given the choice to just say good bye to the quest giver and not complete the quest. So, if your not sure what bar your on, or you think you want to swap bars to gain the experience, then exit out of the conversation, swap bars if needed, then talk to the quest giver again to get the loot and experience for that quest.

I tend to use just one bar most of the time on most characters, so I put all the skills that I want to level and don't use all the time on the other bar, and swap to them when turning in a quest. The only thing is, sometimes I bar swap by mistake in a battle and all of sudden weird things happen as I am firing off my skills.

Enjoy the game, life is what you really want to be worried about.

So a noob question... I always see ppl talk about killing mobs to get xp... So won't I get xp for killing a single enemy? Like a lone mammoth? Or is it only wen u kill more than 1?

@barbarian340 In MMO language, a "mob" is an enemy, usually a standard monster found in the world, and not a boss. Mob is actually either an abbreviation of mobile or an acronym for Mobile Object Block, referring to a computer-controlled object that can move.

It only works if you are using the Overload exploit.

It is not fixed in the PTS either.

I have Wykkyd's outfitter, so I have a number of pre-set skill bars. My regular DPS or Healing ones for dungeons, a Training one for questing (not optimal, but usable) and a Turn-in set up that I use when handing in pledges.

When I go questing and forget I'm still on the Turn-in bar I will catch myself casting rapid maneuver while trying to attack a mob. :-P

I have leveled a crapton of skills that I have never actually used by putting them on a 2ndary skill bar, and switching to it any time I'm getting XP outside of combat. That includes turning in writs and opening chests, etc. You can level a skill and it's morph to max without ever using it.

when u turn in quests, choose your secondary bar, and get the xp from quests for those skills ;)
