Zenimax has not made any changes to how we access a server.
WIndows 10 is only allowing control and viewing on a game in some instances...there are developers that are opening unreleased games up to cross-platform play but I've not seen or heard those changes here.
Maybe I'm misinformed tho...what sources are you looking at?

Thanks to Windows 10 integration, it will be possible for developers to make games with cross-platform multiplayer, so Xbox One players will be able to take on PC players. This has been available in a few titles in the past, but without major system-level support it’s been a minor feature. That could all change. Micrsoft has named a range of titles including Fable: Legends and free-to-play battle arena game Gigantic that will support this feature. Players will also be able to save their game progress between different machines, so you could play a game all day on your PC, then pick up where you left off on the Xbox One.

Just because Windows 10 offers the chance of cross-platform multiplayer doesn't mean every game will have it. The game has to be designed for it and it has to be a feature the designers purposefully put into the game.
I agree, but eso already built in a way to transfer pc characters to the console platform, I am sure with new upcoming dlc its only a matter of time that eso version 2.1 will be cross platform

I don't know, that's why I asked the question. Microsoft is treating this new version like the 2nd coming of Christ. and as stated in a post above it is billed as being cross platform. my concern is pc players have an advantage over console players with use of mods. if the two systems are integrated the console players might as well turn off their machines, it will become impossible to play with the amount of pc mods available

You might be right. Maybe PS4 would be the lucky ones..
in reality a perfect world would allow all the platforms to cross, half my friends own ps4 the other half xbox and the 3rd half are on pc, but they don't count
