Vr1 Leveling

I am curious as to whether or not quests scale to your level. I could be completely wrong about this, but it seems like I heard that in order to do certain Craglorn group events, you need to complete every quest before. Whether this is true or not, I am still curious whether or not I can go back to Stonefalls, complete the quests as vr1, and still be a viable way of gaining veteran exp. I know grinding is the best but as a mostly solo player, it gets pretty boring to me. Thanks in advance!

Quest XP for zone quests never changes. If you've overlevelled a Lvl 15 quest, for example, you'll get the same XP reward if you do it at Lvl 16 or VR14. (Note that if you try to complete a quest under-level, while the XP reward is technically the same, you may not get it all as it caps at 5 levels. So completing a Lvl 15 quest at Lvl 9 will only reward you for a Lvl 14 quest.)
