Wanting to build: Redguard utility caster

I am new to the game and want to play a Redguard. I always play utility/support/damage players that can either off heal or provide such utiilty that healing is not needed as much. Is there a class /race combo for me in this game? I'm considering a Redguard utility sorcerer or possibly a Templar or Dragonknight. I love damage shield buffs for my group and also reactives that either make mobs kills themselves by attacking or that augment the attacks of my allies.
Appreciate any help/advise. I've looked over all the classes and spell lines but its kind of overwhelming right now.
