Not downloading update file on PS4

Advice from any PS4 tech minded people would be appreciated. Click on ESO game it went to the downloading update page, or start application without using internet features. Usually if left a file will start to download automatically but this time it is not. I do not even have a message in my notifications saying a file is ready to update. Considering the patch started around 11.00 BST it should be availably by now.
