Don't restart it either. It just resets. It took me about 15 mins of looking at that to see progress

It might be helpful to mention which platform you are using. For me yesterday the update was doing odd things on Xbox. It said 3% for a long time then went to 4% but said 41% in another tab. Side by side the two statuses said something different. Then one was completed but the other wasn't for several minutes. However, the whole thing too a really long time, about 5 hours for some reason.
