The First Step - Talk to Shazah

So I'm VR5 and working on Cadwells Silver. This quest is getting me a real problem. "Shazah" isn't where he should be in the dungeon.... Arrow points to a doorway, but no one is there. Any idea? PS4. Thank you!!!
