Respec Scroll

My friend got ESO a few weeks after everyone else in our friend group. He went out and bought a Horse with Crowns at level 3. He pays to win, but claims he doesn't. He also has a reputation of lying a lot. He told me that when I was offline someone was really nice to him and gave him a respec scroll. I have never bought anything from the Crown Store so I wouldn't know if they are tradeable. Can anyone tell me if they are tradeable or not? Specifically respec scrolls. Thanks.

Sounds like you were spot on with the "has a reputation of lying a lot" aspect of him. Items purchased from the Crown Store and character bound and not cannot be traded with another player.

Are they character bound or account bound? I thought it was the latter.

I'm planning on buying one tonight, so I can confirm, but I'm fairly certain they're Character Bound.
