Why not make Independent Cyrodiil Empire 4th playable side in Alliance War?

Why not introduce 4th playable side in Alliance War? They would be defenders and their home keep would be Imperial City and only Imperials would be able to join them. They would only be in Cyrodiil, outside it players belong to one of three already existing alliances.

✭Currently all Imperials outside of the Imperial city have orders to kill anything/anyone that enters cyrodiil no matter the Alliance, because they are trying to keep the invading Daedra and Alliances out of Cyrodiil (because as far as they know, they are in control of the Imperial city).
On the inside of the Imperial city they have new orders that werent able to reach the other Imperials outside of the Imperial city. The new orders are something like they can't control the daedra and they will accept help from all three alliances to push back the daedra (Which is why they say Liberate the Imperial city).
to sum it up, Imperials inside the Imperial city can't contain the daedra and are a neutral alliance.~Thallen~0
