The UI is fine for the Elder Scrolls, it's what players of the TES IP wanted and with the PC version those who want a more traditional MMO-type UI have the option for that through addons. The problem is that the console version doesn't support addons. Whether ZOS will end up providing some additional (but optional) functions for the console version I don't know, but it is something that comes up from time to time. Personally I have played the PC version since launch with no addons at all, and I love the simplicity of the UI and the resulting uncluttered screen but then I'm not a hardcore MMO player in the sense you mean and I can appreciate that the basic UI doesn't provide all the information hardcore gamers rely on, although at least all console players are in the same position so no-one is being individually disadvantaged.

The UI is not "fine," it sucks big time. I don't even think the console community is okay with it. I am in the console community and I am not okay with this kind of UI.

Oh it is for exactly what he stated. "The UI is fine for the Elder Scrolls," verses had he said "The UI is fine for the Elder Scrolls Online"
It is just fine for a solo game where you only compete against AI, no group dungeons built for 4 or 12 where pulling your weight matters, no PVP where understanding exactly what your skills* do, how much damage you can do/protect from.....(long list)
