If I'm level 10, can I level up in Cyrodil decently (Mob grinding)?

Leveling up by grinding mobs in PvE is significantly faster than leveling up in PvP, plus you don't have to constantly be looking over your shoulder for gankers while you're doing it.

Meh. Unless you have help or lots of CP questing is way faster.

You can but my from my experience its about twice as slow as questing. But if you lik pvp twice as much as questing your good to go.

And don't forget, Cyrodiil is HUU-U-UGE compared to the other zones. At level 10 you probably don't yet have a mount and without one getting around in Cyrodiil is painful at best. Playing thru the mainline quest in PvE goes pretty quickly. It gives you plenty of XP from quests as well as exploration. Making level 50 goes pretty quickly and you'll have a chance to unlock most of your main skills. There is some fun to be had playing PvP but doing it do gain XP isn't recommended.

Delves in Cyroldil give a bunch of XP so yes it can be done.
