Minor Evasion?

As a nightblade, I try to find ways to increase my survivability through different means. Whether it be self heals, damage shields, or dodge/evasion chance. I've recently started using Blur and love the ability so far, but would like to get more out of it. Is there another source of dodge/evasion? I know that blur and evasion (from medium armor line) don't stack because they both provide the major evasion buff. My question is if there is a source for minor evasion. I'd like to be able to mitigate incoming damage through dodging as that whole mechanic seems to be severely underutilized atm. Even though if they both stacked it would only give 25% dodge chance, but that's still a lot better than just 20%. I've checked everywhere and there doesn't seem to be any active or passive skill that grants minor evasion. Why would ZOS not put it in the game?
On a side note, I believe a possible evasion skill for a thieves guild/dark brotherhood skill line would be a great ability. If you think about it, assassins and thieves are supposed to be lithe and graceful; able to duck and dodge incoming attacks. It just fits.
