Idea about alternative levelling

Some players wanted to be able to level up in other alliances, mostly because their friends play there.
But another reason is that it would give me alternative RP ways how to level up - more sandbox like - more of free choices of quests that would fit your chosen character.
For example - I have a bosmer who doesn't care about high elves and their island, so I need to skip that region, but he would go to Valenwood, but cannot because it is level 15+. You could add more alternative levelling through crafting, but still I'm not sure if it would give me 15 levels.

But if I would be able to choose another zone - like levels 1-15 in Glenumbra or Morrowind and pick up only some quests there and continue somewhere else, it would give me the freedom I need to RP.

Well the problem was PvP. But what if I don't want to PvP and I'm still limited by it? Still I could change my mind there and it could be a problem?

So what if I could choose to be neutral after creating my character? I could also choose my base alliance for PvP - so it would be separated. Then I could leave to any other zone, I could do PVE only there.
And if I would want to PvP again - I would would still have my base alliance, or another way would be to simply return to my base land and choose PvP access again?

Because the world is so rich, it would be sad not to use it in all possible combinations?
