Exploring Tamriel

I was wondering if I have the explorers pack/ or even if I didn't, can I eventually explore all the factions (Ebonheart, Daggerfall, Aldmeri) on one character without having to make a new character just to see a new area?

Yes, if you do Cadwell's silver and gold quest lines, you get to see all three factions while leveling from V1 -> about V10

Explorer's pack not needed, this just gives you the ability to make a lore-breaking race/faction combination.
Everyone knows the phenomenon of trying to hold your breath underwater - how at first it's alright and you can handle it, and then as it gets closer and closer to the time when you must breathe, how urgent the need becomes, the lust and the hunger to breathe. And then the panic sets in when you begin to think that you won't be able to breathe - and finally, when you take in air and the anxiety subsides...that's what it's like to be a vampire and need blood.

Correction needed. In no way does making a khajiit out side of AD or an orc outside of DC break the lore. Just because the majority of a race does something, that does not mean 100% of the race does it. Denizens of a race or culture aren't lemmings, they will occasionally vary or have different social opinions / views. Heck desertion alone would explain why one race defects to a specific side. In fact several quests are focused around this concept on varying sides. :)

I don't see how it is lore breaking? Ever hear of mercenarys? Or better yet, look at the non-americans that fight for the american amilitary! Or any military for that matter. NOT lore breaking to have an argonian work for the Dominion at all.
