Mine all Mine Quest Bugged?

I have run this instance now with 2 different groups and still nothing. None of the task masters show up and I am unable to finish the dungeon. Is the quest bugged or do I just have really bad luck or is it cause I'm healing and not attacking everything I am not getting credit for some of the kills? I have run multiple other dungeons with no issues at all. That's why it is starting to lead me to believe that this quest is bugged.
Has anybody been able to complete this quest?
Is the quest bugged? And if so any idea of when it will be fixed so I can run the dungeon again?
