they will lose a lot of folk if it isn't as it will be yet another broken promise. I agree when implemented it needs the proper time taken to avoid abuse but they new that when it was promised.
If it is adopted, it would make sense to add the whole Justice System including player enforcement to Imperial City. Provide decent loot including stones and both offenders and enforcers will have an incentive to participate with some interesting cross-faction implications. PvPers will be able to get the player enforcement feature they want in an area already marked for PvP, leaving the Justice System elsewhere as it is now so that PvErs are suffering PvE penalties for PvE crimes in PvE areas.
Otherwise, I hope player enforcement doesn't happen. If it does, some PvPers may quit - but probably less than would have done if they weren't already getting additional PvP content with Imperial City - while probably rather more players will quit if PvP is introduced into the open world resulting in PvP penalties for PvE crimes in PvE areas.
PvE and PvP need to be kept separate. That is surely evident from the past discussions about the Justice System and the current discussions about Imperial City.
I am a PVE player and I would welcome it (justice system part 2) and the polls on the subject despite the large whine actually show that more people are in favour of IC. Like I said whether it is introduced or not should not even be a question as its something we have been told we are getting.
